As for the problem you're talking about, well, it's pretty much what it says, if Postalicious tries to connect to del.icio.us but for some reason the connection doesn't work it'll say that it was unable to connect to del.icio.us. The first thing you should make sure of is that you have downloaded the latest version of Postalicious. I recently fixed a problem with some web hosts not being able to connect to del.icio.us. If the problem persists, try contacting me via the contact page at the bottom of my site and I'll try to figure out what's going wrong.
